The forum administration would not be involved in the donations in any way. This is about voluntary appreciation.
As you know, creating a map takes time, which most people simply don't have. Everyone is busy with work and a lot of everyday problems. Of course, time can be found to create maps, but this requires a reason in the form of motivation. Otherwise, people won't have the time or the desire to do it. This new feature will help motivate map creators and, overall, increase the popularity of the game.

It works a little differently, but I have never been a participant in Mapmasters and don't know exactly how it works.

The information is not confidential; you can open topics with polls and take a look. In 2017-2019, 15-20 people voted, in 2020 – 10, in the Remix contest – 7-8, and in 2021 – also around 10. I might be wrong; I didn't count exactly.
Anyone can launch the mapmaker if they want to create a corresponding topic, design the awards, collect all the maps for the desired year, and create a poll. If you want, you can try (in December); I'll help with pinning the topics, awarding prizes, and other things.
I don't see the point in just launching the mapmaker when there are tons of maps from various Varimatas and Dan Topov on the forum.
