Hos, remove the upgrades and you'll see that, in theory, only Aragorn has a permanent passive and a simple shooting role for the city of Legolas. There's also an ambush with Faramir, but it's not just about protecting the target, but also blocking it! Eomer's cavalry kills the attacker, the target doesn't save. Everything is fine.
