What is the name of the program used to extract DLL files from the bin folder? P.S. I know that DLL files can be opened using the console.

dll files can only be disassembled, just like executable files...

That helped. I just don't understand what these files are and what they are for. They only contain version information and file creation dates.

These are external libraries with functions. For example, there is a well-known d3dx9.dll (or something similar) that contains functions from the DirectX graphics library. It works like this: the executable program connects to the library, and then functions from that library are used in the code. Accordingly, the library must be compiled from code – and that's how these DLLs are created.
