Is it possible to edit the parameters of objects on the map? If so, how? Specifically, I am interested in the Citadel of Enlightenment / Library of Enlightenment. Also, is it possible to set a timer for such buildings so that, for example, they can be visited again after a month?

If by "parameters" you mean a bonus given to objects visited by a hero, then there are two options: 1. Create a mod. The mod will affect all objects on all maps, but this is elegant in its own way.
