Well, that Necropolis mafia was truly a unique case. Of course, you can overdo anything. Although, I was less concerned about the number of defenses; there were other issues, more related to randomness. Like, you absolutely have to kill the Healer to win, but you need to get incredibly lucky to actually achieve that.
And you yourself got eliminated when you were registered as a "Ryaschur." You could have at least guessed that he had no moves left because he was bitten by the Mafia yesterday.

I would vote for both options.
Whoever created sets in the way that was convenient/pleasing/suited a specific set, will continue to do so. This was clear from the beginning.
