Percentages

I would vote for both options.

Either percentages are needed, or they aren't. You can't be in favor of 2 mutually exclusive paragraphs. ;)

Whoever created sets in the way that was convenient/pleasing/suited a specific set, will continue to do so. This was clear from the beginning.

In the "old days," all sets had percentages. But evolution doesn't stand still, and gradually people began to move from percentages to more advanced technologies. ;) Except for stubborn "conservatives," of course...
