No code is needed here. There's a filter for available upgrades directly in the city settings. The settings are the ones on the left in the white column, not the ones that appear when you press the spacebar.

You don't necessarily need to add lighting to the Dungeon. You can simply make it completely dark. And then, in specific areas, add lighting to objects so that something is visible. Randomly generated maps often use this approach (plus, the floor texture there is the darkest of all available).
Another option is to recolor one of the existing surface textures (or add a new one, but I don't know how).

It’s most likely a script or a mask. I can’t say for sure. Check it in the editor, or ask the author.
