Could you create a mod where an alternative upgrade for the Haven faction involves followers of Ilath?

How do you imagine an alternate upgrade for an angel serving Ilath? (the other units could, in principle, fight under the aegis of the air dragon)

One could say that, in order to maintain balance, some angels, on Elrath's orders, began to serve Ilath. They can no longer resurrect, but they will have an attack similar to that of storm riders.

The idea is interesting, but I think it would be better to portray it differently, for example, some angels developed a conscience and decided to restore balance and support the worship of Ilath, for which they became outcasts in the empire.
