One could say that, in order to maintain balance, some angels, on Elrath's orders, began to serve Ilath. They can no longer resurrect, but they will have an attack similar to that of storm riders.

The idea is interesting, but I think it would be better to portray it differently, for example, by having some angels develop a conscience and decide to restore balance and support the worship of Ilath, for which they become outcasts in the empire.
