Honestly, I would execute someone from the inactive players. There's definitely one or two mafia members among them. It's quite possible that the town will lose one player due to the Hydra, and the clue in the next night might point to a town member or someone we know nothing about. I don't see the point in voting for NNV. And if we execute someone who doesn't contribute anything to the daytime discussions, it won't be a significant loss, and there's a chance we'll hit a mafia member. I don't think someone with an important town role would remain silent.
