Generally, I would vote to eliminate one of the inactive players. There's likely one or two mafia members among them. It's quite possible that the town will lose another player to the Hydra, and the clue in the next night could point to either a town member or someone we know nothing about. I don't see any point in voting for NNV (No Night Vote). And if we eliminate someone who contributes nothing to the daytime discussions, it won't be a significant loss, and there's a chance we'll hit a mafia member. I don't think someone with an important town role would remain silent.
