I agree with the alternative upgrade. I've already said that I think it's necessary to have two alternative creatures without an unupgraded version. But that's just my opinion.
Regarding the city overview... As I understand it, you'll be able to see the buildings on the city screen, although not from all angles (there won't be a camera fly-around). They call it a 2D city screen, but I don't think the designers will be too lazy to make it more three-dimensional.
