I have no idea what you're talking about, but I haven't played Hearthstone and probably won't. In Arcomage, interestingly, the situation is reversed: I rarely see opponents with predominantly low-level cards. Because the balance is structured differently there, and yes, you can take a risk, rush towards the opponent's dofus, and storm them, but since the dofus are placed randomly, you'll almost certainly not take both. And then you won't have enough strength to withstand the counterattack, and that's it. As a result, high-level cards work better for winning there.

Just now, there were two really great battles. In the battle against the vampire, Vanka kept attacking me, but didn't finish me off. Yurka attacked, but also didn't finish me. In the end, I just wore the enemy down, and he couldn't remove my pile of fairies. In the battle against the swordswoman, it was even cooler. I had almost nowhere to move, except with three beetles, but it wasn't the final combo. I took a risk and moved them, because the HP difference was huge. The enemy put Amelia against me, and I was in trouble, but thanks to incredibly good luck with the topdeck, I drew a spell for the eagle with an enhancement, then an ancient elf. I barely managed to defend myself; I can't believe my own luck.

I preferred Haven, even though most opponents play as Inferno. And even though Inferno easily and simply dominates Haven, which is incredibly annoying, it's better to quit the game than to play as a faction of degenerates.

By the way, I don't like the suggested top-tier tempo runes. I play with my own version of the rune that I used to use with Toxu.

And, based on my experience playing as Haven, I can say that it has a pretty high chance of losing, considering that the entire victory depends too much on randomness, which is normal for a CCG. If you put all the good stuff at the very bottom, you're just setting yourself up for defeat.
