I have no idea what you're talking about, but I haven't played Hearthstone and probably won't.
In Arcomage, interestingly, the situation is reversed: I rarely see opponents with predominantly low-level cards. Because the balance is structured differently there, and yes, you can take a risk, rush towards the opponent's dofus, and storm them, but since the dofus are placed randomly, you'll almost certainly not take both. And then you won't have enough strength to withstand the counterattack, and that's it. As a result, high-level cards work better for winning there.
