It's naive to think that the game will run smoothly on a tablet or a PC with 4GB of RAM.
And in general... why did they take the series away from Nival? Did they want more money, or what?

There's no point in buying expensive hardware. It doesn't even work properly on good hardware.
In short, you can definitely play Heroes on these devices, and even with some headroom :D
I decided to play as the Necromancers, reached the 3rd mission, and I'm having the same problems - a lot of towns, and my heroes have small armies. I've only visited 2 Shrines: Light and Air. Does anyone know where to find the Earth Shrine, and do I need an army after I enter the portal?
And in general... why did Nival give up the series? Did they want a lot of money or what else?
