Is this true for templates where there are computer-controlled units (which can also move through these passages)? Or can you also move through the glitched passages on balance maps, panic maps, and CM maps?
Buggy passages are generated inconsistently.
Often, near a buggy passage, there is a guard leading to another zone, which can create a false impression about the guard's affiliation with the passage.
Sometimes, the guards in the treasure and gold mines alternate or overlap each other.
And the ultimate absurdity is when a map has unprotected and protected passages placed next to each other, i.e., they become mixed. And especially if you can't see much of the map itself when analyzing it. And if you interpret the rules strictly, you can find a moment when an opponent takes a step into a forbidden zone, giving them some kind of advantage.
By default, you can walk through glitched passages (passages without guards, don't confuse them with shifted guards). You can't do it in certain cases (zones on Jebus without breaking the Gate of Oblivion, treasures on Balance and Panic).
Can you pass through the glitched passage in the Treasury on a Small map?

When going to the treasure room on a small map, I don't think about the security of the treasure room, but about what treasures will be inside. So, no matter how you get there, the security of the treasure room is in no way comparable to the security of the treasures themselves...
You can certainly go through it; the rules don't forbid it, but for completely different reasons than the ones you mentioned here.
