If the percentage were even higher, that would mean the AC is working perfectly, which is obviously not the case.
Overall, I believe the main direction is not settling disputes and ruling the World, but helping forum members. For example, creating a tournament schedule so that it is not either too packed or too sparse, and so on. Various kinds of support for organizers — it does not necessarily have to be conspicuous.
