According to OldBoy from Nival, the editor was released only in English, and localization is not planned.
Therefore, I invite HeroesWorld translators who would like to help with this.
How to translate it? It's very simple. You need to download the attached files. Then, translate everything that is in quotes "xxx" from English to Russian. If there are two texts in quotes in some element, usually in this form
, then nothing needs to be translated here because the first quotes are empty, and the second quotes contain a system variable. Next, upload the translated files in this topic.
Do not translate system variables, such as ID_xxxx or something like that. Only translate what is in quotes. Also, do not delete the "&" that is present in some menus and submenus.
The technical aspect of implementing the translated files into the editor is up to me. Attached files: dialog.txt - all dialogues in English, as they were originally menu.txt - all menus in English, as they were originally string_table - all texts in English, as they were originally

Nival Interactive promised to translate the scripting manuals themselves, but they didn't say anything about the timeline, so I don't think it's worth doing the work twice. As for the editor interface, they said they don't intend to translate it, but that's no longer necessary – it's already been done.

It's great that you noticed the above-mentioned shortcomings. If you describe them in more detail, I can fix them and include them in the next version of the translation, but if you want to fix them yourself, you can download the files corresponding to the current translation and correct the errors you found, after which upload the files to the forum - they will be included in the new version of the translation.

1) To translate any program, the program's resources must be open and unencrypted. In the case of the Heroes V editor, this condition is met, and therefore the translation can be done.
Next, you simply need to export the editor's resources [in our case, this has already been done - they can be downloaded in the first post of this thread], which then need to be translated and re-imported into the editor (when importing, you also need to consider the ANSI encoding - for which it is best to use at least a standard notepad, but you should also check the encoding to avoid the common mistake with Unicode).
In general, it is better not to bother with this, as it will be difficult for someone unfamiliar with it; just post your translation, and a new version of the Russian localization will appear on HeroesWorld soon.

Yes, you need special programs. I wouldn't consider this programming; it's more about routine work.
In general, editing the resources of other people's programs, in some cases excluding OpenSource projects, is illegal, and therefore it is better not to do it. However, in this specific case with the map editor, it was decided to translate the editor only because one of the representatives of Nival Interactive stated on their official forum that they are not going to translate the interface, and if you want, you can translate it, and it was precisely because Nival was not against it that this translation was carried out.

Here's a question: will the Russian language version of the editor affect the game's functionality? After all, after installing many mods, the game on the Uplay platform becomes unplayable. Will the same happen with our editor?
