In general, editing the resources of other people's programs, in some cases excluding OpenSource projects, is illegal, and therefore it is better not to do it.
However, in this specific case with the map editor, it was decided to translate the editor only because one of the representatives of Nival Interactive stated on their official forum that they are not going to translate the interface, and if you want, you can translate it, and it was precisely because Nival was not against it that this translation was carried out.
