Regarding new players.
I suggest using the number of seasonal games as a criterion.
5 games - they can be included in the tournament.
20 games - they can no longer be considered new players (the numbers are approximate).
Training.
It would be really good to do something like what Nagan-4 suggests. But who would do it, and who would read it? I agree with Vikk that only a few people read it, which is a pity.
1. Make sure that this subsection is visible to both new players and regular users when they arrive.
2. Protect the subsection from off-topic discussions and spam, make it compact and full of useful information.

I would like to suggest an amendment to the name of the noob commission (NC). I spoke with Kash, and he doesn't really care about this, but I do....
Options:
1. The Heroic Newbie Commission.
2. The Green Committee.
3. The Senate of Heroic Darkness.
4. The Heroic Beginner School.
5. Fresh Blood.
For example, a video showing how to take different types of outposts, or how to conduct complex battles on the second level in the Treasury. Etc.
It would be great to make this into a video, but I don't know how to record and compress it.

2. Regarding newcomers.
I suggest using the number of seasonal games as a criterion.

20 games - can no longer be considered a newcomer (the numbers are approximate)
A newcomer tournament is a great idea! Again, the participation conditions need to be worked out. And the idea of a prize in the form of a game with a top player is a mega-great idea!! (You could even give the winner the right to choose the player they would like to play against)
3. Regarding tournaments.
Tournaments need to be very strictly systematized. Otherwise, it will turn out that there are 10 tournaments running in parallel, or even 0. Any organizer must notify the administration of their desire to organize a tournament and take a place in the tournament calendar, where other participants can choose the most convenient tournament for themselves.
4. Training.

Many tournaments is also a negative. It's not just about the participants who drop out, but also about the fact that tournaments lose participants due to competition.
Well, if a participant leaves because of another tournament, that's a good thing! It means the quality of the tournaments is improving in terms of interest for people. This is the only way to achieve the best tournaments. Because if your idea were in effect, the second tournament wouldn't have opened, and the player wouldn't have gotten a better experience.

Having many tournaments is a good thing.
Suggestion: if possible, avoid situations where more than one tournament is running simultaneously, and the conditions for participation overlap (e.g., two Shades of Darkness tournaments with random maps, etc.).
I believe that the forum championship is very important; it will become a landmark event of the year. And although I see myself as a spectator for now, I can confidently say that preparing and conducting such a tournament will allow us to transform all the squabbles, grievances, and petty arguments into the energy of competition. At least, a significant part of it. In other words, it will give our community a meaningful direction.

Maximum of 2 tournaments running in parallel, and no more.
That is, for example, 2 tournaments: TC 3 and SOD with 4-minute time limits. All players who prefer only the standard time limit, SOD players who prefer 6-minute time limits, or those who don't want to play for other reasons, take a break from tournaments on the world server :D.
What do we already have? The Team Tournament, Clan Wars, which gather most of the forum players, Inter-Portal tournaments, "Seasons," and I hope for the tradition of the Best Report Tournament... Interested parties will remind me of arena tournaments. The schedules of these tournaments are not difficult to agree upon in advance.
Clearly, traditional individual tournaments are needed, analogous to the Portal Cup, Premier League, Real Boys, Seasonal Bay Cups... I'm not talking about copying the formats of these competitions; I mean developing traditions. Although adopting someone else's experience, with our own adjustments, can sometimes be a good thing...
Of course, we need such a Main Tournament. And its schedule can also be determined.
The League of Dense Newbies will also likely come forward with proposals for holding their own tournament, which will also become traditional. And here, the timelines are quite predictable.
I know that Dzhavdet has many creative ideas. He will certainly correlate the schedules with those of other competitions.
Naturally, any HeroesWorld user can announce a tournament and run it. All our Rules and Committee are advisory in nature. Whether to join or not is a personal matter for everyone. And we have neither the right nor the intention to force anyone. Perhaps, if necessary, we will provide assistance. But, excuse me, the Tournament Committee will bear no responsibility for such tournaments.
Regarding newcomers, I have the following idea (I want to implement it in WT in the future): create a Newbie mode
