I agree with Dirty_Player's post; here are some comments:

Regarding new players.
I suggest using the number of seasonal games as a criterion.
5 games - they can be included in the tournament.
20 games - they can no longer be considered new players (the numbers are approximate).

Well, generally, yes. Again, one new player is not like another. Some show good results after only a couple of games (as an example, Kluka and Entomb, although they are offline players, they are probably a special breed), and we don't want to call them new players anymore. And some remain noobs even after eighty games (Kash, for example). So, the criterion is relative.

Training.
It would be really good to do something like what Nagan-4 suggests. But who would do it, and who would read it? I agree with Vikk that only a few people read it, which is a pity.

I'm ready to help Nagan, and I think there will be other volunteers. And to make sure that everyone reads it, not just a few, we need to:
1. Make sure that this subsection is visible to both new players and regular users when they arrive.
2. Protect the subsection from off-topic discussions and spam, make it compact and full of useful information.

I would like to suggest an amendment to the name of the noob commission (NC). I spoke with Kash, and he doesn't really care about this, but I do....
Options:
1. The Heroic Newbie Commission.
2. The Green Committee.
3. The Senate of Heroic Darkness.
4. The Heroic Beginner School.
5. Fresh Blood.

It made me smile a little... In general, NC looks good, as long as it's clear to new players. Just yesterday, we were doing a crypt with one of the new recruits, and after the question "wait, are those witches?", he asked, "by the way, what is a noob?"
