You can win it by either buying Mutare or by keeping your starting town in the location of the blue faction. Research has shown that, despite the editor supposedly allowing it, you can't buy Mutare. How the author achieved this is a mystery. That leaves the second option, and there's a lot to think about there. The final battle, or rather battles, also turned out to be insightful. Initially, the Dragon that needs to be defeated to complete the map has shackles. I accidentally discovered that after giving him a hero with a lot of artifacts, he exchanges the shackles for a potion of life, which significantly simplifies the strategy. I didn't know about this trick.

I had the same problem when I played the map for the first time, so I had to replay it.
The second time, I defeated the Wendigo and Boss in time and decided to do nothing in test mode and just click through the turns to see what would happen next.
On day 44, purple opens a border guard in (107, 58, 0) and sets off on a free voyage.
On day 57, orange opens a guard in (126, 117, 0) and also goes for a walk.
Although, unlike the Boss and Wendigo, they are quite far from Dragons Eye and don't do anything particularly terrible.
