Steam has Russian language, if that doesn't help, you can try installing a Russification mod from the manuals. Personally, I haven't had such issues.

Maybe it's just that the update to add Russian language hasn't reached me in this game.
Then I recommend deleting all files related to Heroes in your documents, profiles and all that. Verify the integrity of the game files, check if automatic updates are allowed, and as a last resort, reinstall the game. Possibly some file conflict from the community version (if you had one), but if you didn't, then I don't even know the cause.

Looks like the issue is with the КЗ account — I have a RU account and the Russian language is present. As a last resort, download the community version and transfer all files to the Steam version, maybe it will work. Also, a strange thing — why won't the Russifier install, either it's an incorrect installation or who knows.
You don't even need to move all the files — just copy the a2p1-texts and texts files from Data. From the pirated version to the Steam one.

I googled it, and yeah, КЗ accounts don't have the Russian language selection line, but on a Russian account it's there. Well, that's just Ubisoft being sloppy — they forgot to add Russian not only to the Russian region.
If it works out, we'll need to disable automatic updates, because if they decide to update the game on Steam, all these fixes will be wiped out.
