If one faction recruits someone and gives them feature X, can other factions no longer give that feature to their recruits?
Who gets priority if factions choose the same target for recruitment?

Each team has its own set, and they are independent of each other.
On odd nights, representatives of Haven go first, and on even nights, the infected go first. This applies to recruitment as well.
