Yeah, everyone could be there. Cat just went and attacked Tenshi with a sword after that defeat, right. And "Nigger Girl" just went and shouted at Elva, whom she herself found and received bonuses from. And the mafia just went and started shooting at Tenshi (Eragon - Roran, relying on the east defense), the first candidate for execution the next day.
