I still don't understand what the scouts are stealing if the Tear of Ashi has already been found. Or, for example, if not a single obelisk has been opened. It seems a bit absurd.

The scouts are still
- scouting, trying to find out about our plans
- hindering the passage of heroes and caravans
- trying to steal the tear, but they fail because the heroes are on guard
- they may not know that we don't have map fragments
- they are waiting for us to have map fragments so they can steal them

will the save file work on the new version of the map if I have already completed some parts and captured some areas?

The save file will work the same way as on the old map.
