Mafia is similar to poker in that you need to assess risks and make decisions based on that. The current situation is that not using a vote on the first day for the town is a greater risk than voting for an innocent player. This is without even considering that the chances of voting for an innocent player right now are 55%, which isn't that high. Naturally, it's better to try to vote out an inactive player, because:
1) In the worst-case scenario, losing an active player for the town is much worse than losing an inactive player.
2) Mafia members often hide behind inactive players, and their teammates can do all the dirty work for them until the right moment.
