Installation instructions: Download the TEIR.h5c archive using the link, move it to the folder with the installed game in the UserCampaigns directory. Launch the game, select Single Player -> Modifications -> Load -> The Evil is Rising. The campaign will appear in the list in the Modifications submenu.
