That's the thing, they don't fly. They only appear in the editor, but not in the game.

As for the wind, maybe it just makes the flags flutter a little more.

It seems like the developers have given up on that. There's a WindAffected property for effects, but it's set to false for all of them. And there's no wind mask either.
