I think Ment believed that Haven was Louis, who had checked the Mafia and was actively pushing for his execution. As soon as Haven stopped pushing, Ment immediately started to doubt his vote. Maybe it just seemed that way to me, and I'm now defending the Mafia – who knows, anything is possible.
