Well, I don't know. I played both scenarios outside of the campaign, and everything was fine. But here, it's so hard on Veteran difficulty that I don't even know.

Maybe you just got lucky with the neutral creatures and artifacts at the start. It makes sense to maximize the buffs in the first part, but without dragging it out.
