I'm making a map for "Veteran" difficulty, but how do I configure it so that what I'm doing is appropriate for "Veteran"? Otherwise, even with the current settings, the armies are becoming unrealistically large.

You need to base the numbers on the "Warrior" difficulty. Only at this difficulty level does the starting number of creatures match what's set in the editor.
Regarding the settings:
DoesNotGrow - prevents growth
DoesNotDependOnDifficulty - the starting number does not depend on the difficulty.
Custom - an option to set your own number; if it's set to false, the numbers in Amount will be ignored.
