Laiza was not the most picturesque capital in the world. Mud, landfills, factory chimneys, paupers... However, the meeting of the Actea Security Council was taking place in a wealthy district, which undoubtedly made a better impression.
-- I welcome you all to Laiza, esteemed representatives of the states of Actea. My name is Roger Singleton, and today I represent the interests of the Free Republic of Mushrooms. Here, we will address several important issues. First, we will hold the first meeting of the Actea Security Council: we will announce the regulations and discuss some other matters.
-- Second -- I will announce a somewhat different organization of a defensive nature. Perhaps some of you will wish to join it as well.
-- Third, but not least -- we will decide on the conclusion of new trade agreements based on the FEU economic union.
Regulations of the Actea Security Council
- The Actea Security Council includes all countries of the Actea continent, except for those who have voluntarily declined to participate in the organization. Even in the case of a voluntary withdrawal, the Actea Security Council imposes no requirements for a state to return to this organization.
- Countries outside the Actea continent may declare their desire to join the Actea Security Council. Their application will be considered at the next meeting.
- The Actea Security Council is authorized to make any decisions to deter states from military aggression. This may include a direct ban on aggression, economic sanctions, or any other form of deterrence, up to international military intervention in the aggressor state. The aggrieved party can count on military or material assistance from the Actea Security Council.
- The Actea Security Council also serves to counter the threat of terrorism: any state facing such a threat may receive material or military assistance.
- Any member of the Actea Security Council may propose an initiative for discussion, provided it aligns with the goals of the Actea Security Council.
- All decisions in the Actea Security Council are made collectively. A decision is reached by an absolute majority of "yes" votes among the participating countries. If any participating country abstains from voting, its vote is not counted.
- Certain participating countries of the Actea Security Council possess the right of veto, meaning they can block an initiative proposed by the Council. These are the Free Republic of Mushrooms (as the founding country of the Security Council) and additionally two Actea states with the greatest defense forces, but only on the condition that they regularly attend Council meetings. If they miss even one meeting, their veto right for the next meeting is annulled.
Red Protective Alliance
Red Protective Alliance -- an organization for additional protection of peace and security in Actea. Members of the Red Protective Alliance sign a treaty according to which each state of the union protects the integrity and peace of any other state in the union. In the event of an attack on an allied country, all other allied countries are obliged to provide the affected country with the maximum military assistance possible for them. Additionally, members of the Red Protective Alliance possess a joint nuclear shield for protection against the threat of an atomic attack. Joining the Red Defencive Union is not mandatory; however, it can serve as a guarantor of stability in the region. Currently, the Red Protective Alliance includes:
- The Free Republic of Mushrooms
- The Kittypink Dominion
Free Economic Union
Free Economic Union -- an organization for free trade between participating countries. The Free Economic Union has the following characteristics:
- Flexible economic regulation: each individual commodity for trade between union countries is subject to its own sanitary, technical, and tax norms. At the same time, these sanitary and technical norms apply to the domestic markets of countries only at the request of the participating countries.
- Complete exemption of certain groups of goods from all taxes is possible.
- The introduction of norms for digital goods and copyright is possible.
- In exceptional cases, it is possible for FEU norms on specific goods not to apply to certain participating countries (absolute ban and criminal prosecution regarding the commodity in that participating country).
- The possibility of combining this union with other economic unions.
Mushrooms' Initiative at the Actea Security Council
-- I'll be brief. I want to grant Arcondia the right of veto for this and the next meeting of the Actea Security Council, as Arcondia is the third military power in the region, and Rex Ventorum, unfortunately, has not earned the right of veto at this time.
