We don't plan to make it easier to obtain, as it is indeed the ultimate skill, and if there were guaranteed ways to obtain it, everyone would immediately focus on obtaining it, and any game would be reduced to a race for the ultimate skill. For the reasons mentioned above, we don't see a problem with the fact that some heroes cannot obtain it at all, and we don't plan to do anything special to fix this.
