A very strange bug...
If you're talking about the ability to recruit creatures from garrisons, then this hint was only possible in the early versions of the game (1.0) - later patches fixed this, and it's no longer possible to recruit creatures.
No, I'm talking about Biara's behavior. The script on this map works strangely (it doesn't work in the case of the Dancing creature), if everything is as she said.
In version 1.0, the script with Biara worked normally; subsequent patches, on the contrary, seem to have introduced something new (following the principle of "fix one thing, break another"), and this script started to glitch.

I couldn't get the trainers and codes to work to skip this mission... The developers are geniuses.
I fixed it like this:
1. Enable the console, enter the code to allow cheats, close the console. Hover the cursor over Biara, press CTRL+D. A cutscene will play.
2. Do NOT buy an army for the hero (capable of defeating Biara), and only buy, upgrade, etc., after the garrison has been captured.
If Biara doesn't appear, there's not much point in getting upset or replaying. Unless you really want to beat her up. Otherwise, you can calmly level up Faeldaen, visit the enhancement locations, and when you get bored, open the console and type @Win(). The mission isn't very interesting; Biara is easily defeated even by a hero. The whole point is to get Faeldaen started.
Isn't that a quest to defeat Biara? I think it is.
Regarding the hero's development, I agree with Dancing. Light and Luck are essential for a Ranger, Logistics is also highly desirable, otherwise you will have trouble in the last mission, as the Lich King will catch up with you because he moves quite far in one turn. As for the fifth skill, I personally recommend taking Education. In addition to the bonuses it provides, it also adds primary skills to the stats, starting from around level 10. At first, the effect is small, but it will improve your hero's stats and help you gain experience faster:)

However, I didn't really like the education system on the Fortress, as there aren't any interesting skills in it, and the additional stats often go into knowledge, while there's already too much mana. In the campaign, there are a lot of stat boosts, so 30-40 attack and defense at the end is guaranteed.
As for logistics, I haven't quite figured it out. I didn't take the slow-moving Fortress, and it slowly reached the enemy and generally explored the map, but it was extremely strong and left no chance for the enemy, even if it attacked a four-month-old army with a two-month-old army. But the small movement range was annoying when going around stat boosts.
