Ranger "Refugees" - [5th campaign, 1st mission]

A very strange bug...

If you're talking about the ability to recruit creatures from garrisons, then this hint was only possible in the early versions of the game (1.0) - later patches fixed this, and it's no longer possible to recruit creatures.
