The organizer runs the tournament based on the recommendations of the Tournament Committee (I had a link somewhere). They create the rules, ensure they are followed, record the technical results if necessary, conclude the tournament, and submit a request to the admin for awarding prizes. They can appeal to the Tournament Committee for help in resolving a controversial situation, just like any other user.
The Tournament Committee can offer the organizer some recommendations during the tournament, but they have no right to influence or change their decisions. And please, stop complaining about this; accept it as an axiom.
