A clear regulation of all minor details rarely harms the regulatory documentation, but if you vote on every comma/period/exclamation mark, there will be more topics about changes to the AK regulations than there are heroes. Such things can be easily written in a unilateral manner and communicated to the public as a fact.

Secondly, Dubrovin is blatantly boosting his own reputation. So that later he can proudly say, "90% of my proposals were approved by the forum, and who are you?" People won't remember that 80% of these proposals were trivial, like this one, and real initiatives were approved in only half of the cases.
Such manipulation of statistics is also actively used in big politics. Ordinary people believe in the magic of numbers.
