I wouldn't say we are considering exactly these two hypotheses. Those who play with magic are trying to convey to us that under certain circumstances these mages can be dangerous. How they do it is their business. I'm all for not interfering, I'm interested myself. Let them show me a beautiful game with an unbanned Solmyr in at least one of the seven games!
I cannot recreate the situation Oelm wrote about: Solmyr captures any grassland castle, and that's imbalanced. But you already have Solmyr and a normal army from the start, so capture any grassland castle and develop it, since that's the case! Besides, Tower is a strong castle in capable hands. I appeal to the Mages team: if there are situations where these mages become imbalanced, then they should manifest themselves at least a couple of times throughout the entire tournament! As for Solmyr at level 10 on the first week — well, imho any Malekith in his place would look decent, there's no point in considering such random situations. And who's stopping you from leveling Solmyr to level 10 and rushing in this tournament?

Artem managed to deal around 30 damage with a leveled-up unit at level 116 – it's quite powerful, but it's allowed by the rules. He came to me with a 6-0-6-7 build, with a lightning spell at 350 and his native troops. He skillfully broke the chain and successfully blocked the passage, but it didn't reach the final stage due to my mistake – I didn't position the chain correctly and exposed my troops. In general, he should have retreated to a tier 3 structure with a level 5 helmet and other useful items.
