Also, due to the fact that the current rules discriminate against my position in this situation, there is doubt about my ability to participate in this tournament. (see section IV. 1. The preferred time for games is evenings on weekdays and any time on weekends and holidays***. The website is Russian, so we live and agree according to Moscow time.

The phrase: "any time on weekends and holidays" means all 24 hours. If you read carefully instead of looking for ways to criticize, there wouldn't be any problems for the moderators or anyone else. You need to solve your own problems. Even if you're not attentive, just open the rules and take a look.

They will determine the game time themselves through negotiation; no one intends to force them to play on a rigidly defined day and hour. But if players cannot (do not want to) find common ground on the timing issue, then neither of them has the right to a technical victory – the most logical solution in this case is: a draw for both.
