I hate random for a reason. It trolled Locken plenty, and for you, it pretty much broke everything. In my time, it also made me bleed... I'd suggest somehow doing without the randomizer, but I just can't imagine how that could be done here. This isn't Mafia...

I generally think it would be more logical to make the accuracy and evasion system a double roll. First an accuracy roll. If it passes, then an evasion roll. Otherwise, even the clumsiest guy hits a paralyzed target...

But paralysis simply removes the target's dodge, meaning you can miss a paralyzed character. And you're suggesting a very clunky mechanic. It'd be simpler to just set a fixed threshold for defense/dodge that the attacking character has to beat.

As far as I remember, no one has ever missed a paralyzed target. One of the fights with mass paralysis in the last expedition clearly showed that. Not a single miss against several dozen paralyzed units... So no, apparently.

If you can't hit, it means you neglected accuracy or chose a bad weapon — why should the universe save the attacker from their own mistakes?
Even in previous systems, there were no situations where evasion removed the chance to hit. And characters that could only be hit with a 5% chance were terminators. But your character is far from weak in other respects, plus has plenty of defenses and safeguards against all sorts of troubles.
