.h5u and .h5m are archive formats.
You can convert to .ogg manually by renaming the file or using online converters like convertio.co. It always uses the final files with the latest modification date. And in the mods that you have in UserMods, there is absolutely the same folder structure as in data.pak, just not all of it. Yes, the author could have changed part of the system by creating new folders and writing new paths in the xdb file.
However, the music is handled separately from the date, only through the music folder. Therefore, simply dumping files into UserMods won't work. The game always calculates paths relative to the root folder – "Herpes of Might and Magic V," and the paths are specified only relative to its contents, that is, exactly as I wrote above. Mods for music can also change the xdb file with a reference to the ogg file, and then the ogg files may not be located as they are in the music folder. For example, for my stalker mod, I created a music_stalker folder in the directory and, in the advanced map editor, in the Music table, I rewrote the paths to the music.
