After yesterday’s match with Grando, I strongly request that the ability to rebuild from any level be reverted to No Gameplay Changes. I think many will support me. Situation: see the screenshot, there are a lot of large constructions, heroes with Earth magic, but it’s impossible to take them. Because in 3 cities, it didn’t provide a slow effect. I had to build a GM 3 in the swamp (!) and rebuild a level 1 structure.
If necessary, a vote can be held; I think the majority will be in favor of rebuilding from any level.
I would also like to remind you that rebuilding is not “canon,” and the HW community has the right to decide how rebuilding will be done on the HW plugin.

Given that the audience for SoD is relatively small, and the audience for Fresh Mod is even smaller, most players will likely view this topic from time to time. Everyone can share their opinion on this.
Personally, I support the idea of allowing restructuring from any level. It was as cool as the fix for one-sided units and normal roads. Once you try it, it's hard to give up. But playing with AI as an opponent doesn't appeal to me, as it's also somewhat a different game, just like in the case of HotA. As I suggested earlier, you could include a flag in the HW Rules settings. This would be quite logical, considering that the restructuring functionality is based there.
It would be great if you could add a checkbox for "rebuild from any level," similar to the "rebuild library" option, and enable it by default.
Or even better: since rebuilding is something everyone does all the time, replace the "rebuild GM" checkbox with a "rebuild from any level" checkbox. This would avoid creating multiple checkboxes.

Where is the information that it "completely kills the hero gameplay"? Previously, upgrading was exactly in the form being proposed (you could upgrade any level without building all the way to the top floor). Thousands of games were played and nothing broke... Then Vick somehow decided it should be this way, and Wizard implemented it exactly in the form everyone is used to. Players just wanted some kind of upgrading, so they accepted what was offered.
I'm amazed at players who can come up with arguments for anything, simply because "it was better before." Well, if it was better before, then just remove the HD mod and play SoD (or better yet, RoE) from the disc.

I didn't quite understand the point about GM, imho for LM there's no fundamental difference, and for the same Jebus the option with the ability to upgrade immediately is better.

Upgrading the guild from any level increases variability. That is, it creates a greater number of paths/opportunities for victory, making the game less linear. The only relative downside to upgrading from any level is the devaluation of low-level scrolls/shrines.
So much effort has been put into transferring significant AI improvements into Gameplay changes, and here we are again!
Just when we had the opportunity to actively promote the standard Factions Mod (FM) in tournaments as a base, and again there are calls to turn it into a "trash mod"! Understand that most people aren't as stubborn as I am; they won't waste time on endless forum debates and won't even participate in pointless (harmful) polls. They will simply refuse to play with such an FM. Even now, after streamlining the FM, it can be very difficult to convince people that the default FM is the same gameplay, but only with bug fixes for the map generator (IBG) and a more convenient interface (UI).
The basic FM is the UI and IBG; all AI improvements should be in Gameplay changes!
It would be much wiser not to demand that "black" be rewritten as "white," but to ask that the most popular AI improvements (for example, rebuilding from any level and native meat) be able to be enabled separately from the rest.

But they were rejected because they create additional complexities. In my opinion, we shouldn't add checkboxes, but rather radically reduce them. I disagree with the statement about it being a different game. Almost all of the planned AI scenarios have been made. What was the purpose of all this? The goal was, while remaining within the game paradigm defined by HW rules, and treating the original with maximum care, to achieve the following goals: 1. Diversify the final battles, moving away from the constant angels with ducks against angels with ducks. 2. Move away from the unconditional dominance of Necromancer on XL+U templates. But not by castrating it, but by adding competitive alternatives in the form of diplomacy and demonology. 3. Make the balance of the Castles more even. 4. Increase the diversity of tactics and strategies by returning original objects to the game that were either not used at all or were banned due to their imbalance.
I advise you to still play a few games with AI scenarios, and then write down which moments caused irritation.

I don't consider myself a player who is looking for something new. That would be strange, considering that we are playing Heroes 3. FM without expansions is very good because it fixes the game's inherent unfairness, unlike AIPs, which already change the gameplay. I'm not refusing to play with AIPs out of spite, but because I'm not looking for something new.
Regarding GM - make an exception, add the checkbox. It's pointless to try to convince conservatively minded people; it's a dead end. I wouldn't want to receive a pack of changes with GM that I don't really need. And I think other players will agree with me here.
