Free cities are based on medieval Free cities. It's a place where everyone gathers, a dark, bandit-ridden city.
What's interesting about this city besides being a mishmash? Who will be here? Assassins (like in Haven)? Cavalry (like in Fortress)? Mages (like in Academy)? There won't be a proper army composition without duplicates.
As for the lizardmen, I was actually talking about them, referring to a water-based, swampy/naga city.

The free city is already available from fktifzobr@mail.ru. The first five levels are built based on the game Dark Messiah, where they are excellently depicted.
It's basically a duplicate of the Humans faction, using existing models, including those of the Humans themselves. I don't see it as a unique faction here.

The question here is what people want – some want a fully-fledged, unique faction, while others want exactly what exists in the lore. Free cities could be a thing if we fill in the gaps in our knowledge about them, and we don't know much about them – in most cities, they worship Ilat (the dragon god of air), and they provide refuge for the remnants of fallen houses (such as the Crimson Mages of the Chimera house), various mercenaries (Wind Blades, Black Guard), Ilat's priest-mages, merchants, and other riffraff from all over Ashan – in my opinion, this is an unusual city, and it could be interesting – the main thing is to approach its creation with intelligence, which doesn't really make sense right now because we can't add a city.

Unfortunately, that’s how it is. Of course, no one will forbid discussing this; that's what the forum is for, but implementing it isn't possible yet.
