Ideally, the staffs should be like the ones in Dark Messiah, but for now, I'll make them out of whatever I have on hand.

The textures are indeed from there; at least the wooden staff will definitely fit well and doesn't really resemble wizard's wands; it's more like a stick-club.
There's a picture circulating on the internet with such staffs, but I haven't seen them anywhere. If it's not just art and they can be extracted from somewhere, that would be ideal.

I searched the internet, and it seems these staffs were made for Dark Messiah on Xbox; it's unlikely that they can be extracted. It's easier to come up with something else.

So, are you saying that you haven't seen such a staff in the PC version?!

So, you're saying you haven't seen such a staff in the PC version?!
You can take the Staff of Fire Lord and the Soul Reaper, give them to the mages, change the mages a bit, and make them like upgrades (like the Gaia and other genie-ghosts).
In my opinion, these are not staves from Heroes.
They are from some other game.
In NCF, creatures have icons, but how are they made? I create a texture for a creature – it works. The icon doesn't. I noticed that the icon size decreases four times after saving the file.

You need to create icons in DDS format. There are many different DDS formats, so you need to make sure that after saving, the icon's size is exactly the same as the working ones. Then, with a high probability, everything will be correct.
Paint.net, for example, can work with DDS.
the main thing is not to mess anything up in the "Save Settings" window
