RTF is a global modification that replaces all towns in the game.

That's all true, but the process is slowed down by territorial issues – according to the original idea, the Naga should live in the snow, while Haven lives in the grass, with humans having dwarven specialists and Nagas having elven ones, and all of this was supposed to be implemented like it was for Dark Elves and Elementals; that’s the whole problem.

Right now, Haven could be removed from the list, and then dwarven lands and specialists would be taken over by Orcs, the Naga would take the place of Elves, and Haven would turn into Free Cities (a complete replacement without mixing territories or racial abilities); then we could add the Naga almost immediately.
