Hmm, "played" means from your hand, right? Then no, it's no better than dogmas, sisters, and sages. You still need to spend at least one turn, and you can do that without an amulet. However, this thing will sometimes be better than a seraph with Uriel – in my opinion, this is more of a drawback. Otherwise, in combination with a seraph, it would be overpowered and an auto-win on turn eight.
