The Federal Republic of Rex Ventorum
is summarizing the past year. First and
foremost, thanks to the initiative of the
state leader, the Acteia Security Council was
established; the question of its expansion to
include Calmia remains open.

The Green-faced Minister of Foreign Affairs allowed himself to express the official position of the Mushroom People on this matter in the new year. His words were addressed to all the heads of state in Acteia, along with an official invitation to a summit in Laiza – the capital of the Mushroom People. The holding of the summit and the invitation to it were approved by the parliament (although there was no consensus on whether to invite all the countries of Acteia or only some. However, in the end, all were invited).
Here is the minister's statement:
-- We, the Free Republic of the Mushroom People, witnessed the holding of the Acteia Security Council this past year. As far as we know, the Council resolved many truly important issues, not only regarding security, but also regarding economic interaction between the countries of Acteia. However, the Council had one serious problem.
At least four countries of Acteia were not invited to the summit in Rex Ventorum – the country that proposed this Council and held the first meeting. I will not say that it was a disgrace and an act of rudeness on their part to exclude four (!) states, although that is indeed the case. I will say that among the excluded states, there is even one whose military forces are currently leading in Acteia. And therefore, it is simply foolish for Rex Ventorum to refuse dialogue with this state on security issues. After all, the weapons of Kittipink are one of the guarantors of security in Acteia, just as the Ventorian military force is.
I cannot fail to acknowledge the results of the Council that took place: the documents signed there have real force. But I, and the entire Free Republic of the Mushroom People, do not recognize the Council itself. In the form in which it was created by Rex Ventorum and held. Rex Ventorum simply created a pajama party, a gathering for some states, whose presence "His Majesty" decided to tolerate for a while. This was not a meeting of the Acteia Security Council. And Rex Ventorum did not create the Acteia Security Council, although they had such an idea. They created a Pajama Security Council. A Security Council of part of Acteia, if you will.
To correct this misunderstanding, the Free Republic of the Mushroom People invites all (!) states of Acteia to Laiza for the Acteia Security Council. Now – it is precisely this Council, created by us, the Free Republic of the Mushroom People, to resolve security issues for the entire region. Of course, we will not object if some states do not attend. But, even if this happens, it will be their own decision, their choice. And even in this case, they can count on membership and the right to vote in the Acteia Security Council; there can be no question of exclusion or non-recognition.
Well, that's all from me. The Acteia Security Council starts on *date*. I hope you will all enjoy yourselves in Laiza.

If Medj doesn't mind, we can create another Maritime Alliance with him, including trade relations and possibly other aspects. If Nebok wants to, he can also join, and in that case, we'll include island cooperation in this alliance, uniting all areas of interaction between the countries.

If you want to form an alliance, then create your own. In this case, the territorial location of the country and common (including maritime?) borders are important, so the others don't fit here, except perhaps Shaman.

Why are common maritime borders needed? Does trade not occur through neutral waters? Or do we not have any neutral waters at all?
