You need the "Summon Troops" spell. If I'm not mistaken, it's automatically granted at the third level of the Mage Guild (except in cases where the spell is prohibited on the map). A 10th-level hero can learn this spell from the guild. To use it: in the adventure map, go to the spellbook and... apply it. 75% of the turn will be consumed, so keep that in mind. If you have less than 75% of your turn remaining, the spell won't work (the icon will turn gray).

It should also be noted (if I'm not mistaken) that for each summoned unit, the hero loses one unit of mana, and the spell also only affects the nearest town to the hero using it. The creatures to be summoned must already be bought and be in the town's garrison at the moment the spell is cast.

I think there was another point: summoning doesn't just cost mana and 70% of the turn, but also seems to cost one unit of turn time for each creature. Or am I wrong?

Nope, I haven't noticed.

Mana and action points are spent. I also don't quite understand how action points are spent: at levels 7-6, I bought all the available units, and at levels 1-2 as well, but I couldn't even buy a third of some of the remaining units (even with a full action point bar and large armies).
