"Charter of the 'League of Laws - Inter-Clan Council'.
I General Provisions.
1. The 'League of Laws - Inter-Clan Council' (hereinafter LIMS) is an organization designed to facilitate cooperation and provide recommendations for resolving disputes arising between clans.
2. LIMS is created by clans on the 'Heroesworld' portal.
3. The name 'League of Laws - Inter-Clan Council' is universal and cannot and must not be used by other players as a name or title for clans.
4. LIMS is independent of any other organization and is a self-developing organization under the joint leadership of clan representatives.
5. LIMS consists of two representatives from each clan and includes the following composition: a) ordinary members; b) the secretariat.
6. A representative is a person who has been entrusted to represent the clan in this organization.
7. Any member of a clan may be its representative, provided that this honor is entrusted to them by the clan leader.
8. Members of the LIMS organization have their own rights and obligations.
9. The leadership and coordination of activities in the club are carried out by the secretariat.
II Members of the Organization.
1. Any two members of a clan may join the organization. To do this, the following is required: a) Recognition of the clan (if it is a new clan) as fully operational. b) Permission from the clan leader to represent the clan in the organization. To join LIMS, the clan leader publicly declares their consent, specifies the nickname of the person who will represent the clan, and the contact details that will be used to communicate with them (ICQ, mail, etc.)
2. A member of the organization is free and independent of external influence, such as pressure, threats, etc.
3. Each Member of the organization has the following rights: - the right of free access to information about other members of the organization and their status; - the right to participate in the management of the organization; - the right to propose their own projects to improve the organization, as well as to express their opinion.
4. Each member of the organization has the following obligations: - a member of the organization must respect the rights of other members of the organization; - a member of the organization must respect the organization; - a member of the organization must comply with the charter.
III LIMS Leadership
1. The leadership of LIMS is carried out for the purposes of coordination and improving the level of LIMS operations.
2. The leadership of LIMS consists of three secretaries (elected monthly) and a chairperson (elected from among the secretaries monthly).
3. In the event of unworthy behavior, a member of the leadership may be removed from the post of secretary or chairperson, and elections for that post shall be held.
4. The secretariat forms the agenda for LIMS meetings and notifies all LIMS members of the time of the meetings.
IV LIMS Activities
1. The activities of LIMS are aimed at coordinating inter-clan interaction, settling conflicts between clans, and making decisions on issues affecting all clans.
2. LIMS decisions are made by a majority vote of all members of the organization. In the event of a tie, the draft decision may be sent back for revision.
3. LIMS decisions may be appealed within the organization within one week after their adoption.
4. LIMS decisions are binding for all clans; in the event of non-compliance with decisions, a clan may be expelled from LIMS.
V Final Provisions
1. Changes to the charter are made with the consent of at least 2/3 of LIMS members.
2. The charter may be supplemented and amended only at a general meeting of LIMS members."

LIMS Leadership.
2. The leadership of LIMS consists of the House of Lords (including one representative from each clan) and a chairperson (elected from among the members of the House of Lords monthly). The powers of the chairperson are 30 full calendar days from the date of the positive vote.
3. In the event of unworthy behavior, a member of the leadership may be relieved of their duties. The leader of the clan to which the violator belongs nominates another candidate for the position. If the activities of the LIMS chairperson cause complaints, an impeachment procedure may be conducted. If 2/3 or more members of the House of Lords vote for impeachment, the chairperson is relieved of their duties and elections for the post are held.
4. The House of Lords forms the agenda for LIMS meetings and notifies all LIMS members of the time of the meetings.
LIMS Activities.
4. LIMS decisions are binding for all clans that are members of LIMS; in the event of non-compliance with decisions, a clan may be expelled from LIMS. LIMS resolutions regarding clans that are not members of LIMS are advisory in nature, but may serve as grounds for a collective petition from LIMS to ADMIN."
In addition to this, I propose that until new clans join and consequently increase the membership of LIMS, we hold elections for an acting chairperson, who will be the sole leader, without a secretariat or House of Lords. This should be done because of the small number of LIMS members at present (6 people); as a result, there is no point in electing a secretariat or creating houses right now.
As a candidate for acting chairperson, I propose the esteemed Tanya, as the leader of the most populous clan.
